Palmerfest this year was a pretty eye-opening experience. The arrests are way down from last year, and 2/3 of them were people from out of town. Once again, there was a couch fire in the middle of Palmer Street, but was quickly put out by the fire department.
Question for readers: Are the police horses necessary in this type of situation?
